The system of public administration in Northern Ireland has, perhaps inevitably, been of secondary concern during 30 years of inter-communal sectarian strife. Faced with combating terrorism, successive United Kingdom governments would not consider reform of the province's local public administration, pending a resolution of the wider constitutional imbroglio. Consequently, much of the system atrophied, becoming progressively more cumbersome and ill-equipped to deal with the requirements of modern government. Moreover, to help minimise charges of sectarian discrimination, quangos provided many public services, compounding the 'democratic deficit' of Direct Rule. In 1998, the Belfast Agreement (also known as the Good Friday Agreement), offered a breakthrough in the search for a durable settlement that could command cross-community support. As part of subsequent devolved executive's Programme for Government, a Review of Public Administration (RPA) was launched to consider sub-regional governance arrangements with a view to enhancing democratic accountability and improving efficiency through streamlining the current arrangements. To that end, the RPA has been committed to adhering to clear principles on which any credible reform should be based. While devolution itself has proved fitful, the work of the RPA has continued apace. Although embarking on reforms within functioning devolution is ministers' preferred option, there is a determination to continue the reform process irrespective of the present impasse. This paper outlines the issues, values and concepts that might shape the principles for conducting a review before considering the particular context within Northern Ireland. It also considers the impediments to overhauling the present arrangements and speculates on the likely outcome.  相似文献

Abstract

This study of lesbian, gay, bisexual and transgender rights in the Russian Federation uses frame analysis of civil society input into the UN Universal Periodic Review. It reveals a stark state–civil society ‘disconnect’ reflecting oppressive government practices, including Law No. 135-FZ on ‘non-traditional sexual relations’. This raises wider questions about the efficacy of the review system, not least because issues of performativity and legitimation can be seen to facilitate authoritarian resilience. This allows the ruling elite to continue to dissemble by espousing universal rights yet strategically framing them as heteronormative, integral to the protection of ‘traditional values’ and inimical to identity-based rights claims.  相似文献

It is time to imagine a new policy sciences. The policymaking world has moved on since its first design. So too has our understanding of it. The original policy sciences were contextualized, problem-oriented, multi-method, and focused on using scientific research towards the realization of greater human dignity. We introduce a new policy sciences that builds on such aims. We describe the need for realistic depictions of ‘rational’ and ‘irrational’ choice, multiple theories to portray the multifaceted nature of complex contexts, and the combination of applied and basic research. To set this new agenda, we build on two foundational strategies: identifying advances in the psychology of decision-making and describing how policy theories depict policymaking psychology in complex contexts.  相似文献

Participatory governance offers the potential to deliver responsive and accountable services. This article tests this expectation by looking at how members of participatory extension platforms in Malawi understand the meaning of “demand-driven” services, and allocate responsibility and influence in service provision. Results show that most respondents agree on bottom-up extension services that respond to expressed farmers’ needs (86% of respondents), and assign responsibility and influence widely across state and non-state actors. While these findings suggest that these participatory mechanisms can promote responsiveness to farmers’ needs and accountability, they also point toward different governance challenges in extension services.  相似文献
